The central committee decides on the party's participation in the government. A policy agreement for government cooperation must be presented to the central committee. The central committee of the Progress Party consists of approximately 200 representatives elected in the following manner:
One representative for every 100 party members in each constituency or a fraction thereof exceeding 50. These representatives shall be elected at constituency congresses for one year at a time according to the rules set by the relevant constituency association. At least one third of the representatives shall be from among the young Progress Party members, i.e. under 35 years of age. An equal number of alternates shall be elected in the same way.
Members of parliament from the party and ministers.
The national government and the executive board of the Progress Party.
Former members of parliament and ministers of the Progress Party provided they are party members.
Regular members of the municipal council, local mayors or town mayors provided they are party members.

The central committee shall be summoned to meetings twice a year, in spring and autumn. At the autumn meeting, the party’s activities for the upcoming operational year shall be discussed in particular. Other meetings of the central committee shall be held when the national government decides, and they are legal if a majority of the committee members are present.
