They have freedom of speech and the right to propose, but not the right to vote, even if they are not members of parliament. In fact, it has only happened twice that a minister from the Progressive Party has not also been a member of parliament, but most members of the executive team are usually not MPs at the same time.

The party shapes its stance on issues that are before Parliament.

If the party is in the opposition

to express opinions on matters proposed by the government or to discuss the party's own issues or those of individual members of parliament.

If the party is in government

It is necessary to shape a stance on government bills in consultation with the coalition party(ies) before the issues are presented to parliament.

Despite this, members of parliament are not bound by the handling of issues within their party group, as according to Article 48 of the Constitution, members of parliament are only bound by their own conviction.

The influence of party members within the party

Members of parliament often have a significant influence on policy-making within the party, as they possess extensive knowledge of most issues discussed due to their position. They hold two joint meetings with the national leadership each year and automatically have a seat on the party's executive committee.
